Not always wise to buy computerised anything from ebay,
it may not be the motor that is locked, very unlikely to have any motor problems, if the machine does not move at all take out the bobbin and bobbin case and see if there is any thread stuck in the raceway, see if you can move the balance wheel by hand, if you can then it will be an expensive shop repair I am afraid because the chances are that the motor has developed a fault.
