You can't fix a heater element, it needs replacing...that is if the fault is actually on the element!
You would need someone with an electrical backgound to measure the various components & confirm where the fault lies. It could be the heater element (& hopefully is)...but it could also be the heater relay, PCB, wiring, or thermostat. Start with the element.
