Howard Miller Westminster Chime will not 'tick'?

I have a Howard Miller Westminster Chime mantel clock that has stopped working. I am not sure if it was overwound as I wound it as I always do. I did not hear any noise or breaking when wound it the last time. Since then the clock hasn't worked. I am a Do-It-Yourselfer and would like to fix this issue myself. However, I do not have any knowledge on how to fix this issue and do not have any experience with clocks. Would someone be able to tell me what they believe is wrong and detailed instructions on how to fix it. The clock is only 3 1/2 years old.

You need to oil the clock every 3 years. That's why it doesn't tick. Try to oil it with lubrication oil.
