Fan control?

I have a 57 plate Xsara Picasso. The fan dial does not work until it is on setting number 4...full blast. Is this a fuse issue? All other fan settings do not work.

usually it's the resistor pack,it may be located inside the blower motor fan box because it helps to keep it cool & from burning out.
