Could be a number of different things:
1 Check the pump is running
2 Check to see if you have a blocked/partially blocked cold feed
3 The system may need balancing. ie if the pump is upstairs the rads upsatirs only need to be opened a 1/4 of a turn and the ones downstairs fully open.
