Yes you can, But only for the purposes of fault finding.
Make sure you turn off at the mains and join your two wires together safely. Whilst your in the cabinet get rid of any loose dryer fluff which is the source of most fires in dryers.
For your own sake do not run washer/dryers without a thermal cut-out fuse over and beyond your supervised test.
