ford fiesta 04 reg heater cool?

The heater on my 1.25 Ford Fiesta does not get hot. The engine is reaching normal temp. and the fluid level is correct

chances are that it is the heater valve on the bulk head, two hoses in and two out, it has a plug on it, as it operates electrically
