seized brakes?

i have a mk2 clio and the brakes have seized on
how do i get the car to move?

if it is drum brakes take off the wheel and tap all the way round with a hammer (fairly hard) the shock should release them enough to move the car not sure if this will work with discs try tapping the caliper not the disc
