I have a fault with the taps in the cloak room ,hot water trickles and stream and the taps are close . Check cistern in loft and everything Ok

are you saying the taps are are leaking even through they are turned OFF ?
WASHER on the bottom of tap jumper assembly, needs to be replaced maybe easier and quicker to renew the complete taps.
your system just rely's on gravity alone to get water to the tap hence low pressure
