Your boiler may not have been serviced or a smoke test carried out, when riello burners are first fitted they are set to a factory air setting of approx 4 - 5, if the system is commissioned correctly by an oftec engineer then the reading could be as low as 3 which will mean less air being used for combustion and a more efficient heating system, this is turn also reduces the noise of the burner on ignition. Another factor is that if the nozzle has not been replaced for some time (a year or every 2 oil fills is average) then oil being ignited over the electrodes will be noisier as it is coming out closer to droplet form than it is to vapour form, a service will rectify this! visit www.oftec.org for a service technician near you. You may ask why oil heating appliances are not commissioned on completion of an installation, the answer i got back from oftec was that enough people have not been killed by oil heating appliances, strange eh!!
