How can I fix the timing on my Singer 4212?

Just recently the timing to my machine has been off. The bobbin tread is looser than my top tread when I sew. SO after I'm done sewing something the bottom(or back) of what it is I sewed is all loopy and not tight. I checked all the screws but it's still loose when I sew. I don't know how to fix the timing to my machine. Could you explain to me how?

just bought secondhand singer 4212. needles are breking all the time. needle touching metal bit at the bottom. trying to adjust but not remain in same position. dont know how to fix. i am sure something loose or need proper adjustment. dont know how. plz help
