how can i fix my rover 416 abs fault of juddering?

When i brake gently my pedal judders. Okay when hard braking. I believe it is the front wheel reluctors. How do i repair this? Would pulling the fuse for the ABS help in the short term, and still leave me with brakes? It is a Preg model.
