the one way valve on the filler loop is blocked and cannot get water into the boiler as there are a access problem because of where the boiler is situated.to get to the one way valve to change it would need major surgery to be done, are there any other way to top up the boiler ?

top heating up via rad valve with hose pipe. fasten hose to valve, open valve, fill to required pressure then close valve.
