Steering wheel mal. ?

I'm getting this on my SID when i turn the key on my saab 9-3 2003 2.0 turbo Manual "steering wheel mal." The car won't start and I can't change the transmission into neutral. I've changed the battery and tugged on the wheel and it still says that message.
What else should I do?

it could bew a faulty ignition barrel,and the steering lock pin is jammed?

you need to find how to manualy pull the fault codes to solve the problem,im not shore how its done,but a saab tech should be able to help.
