citroen relay 2001 2002 dont usualy have a 16 pin obd2. they have a 3 pin plug just under the ecu pass side engine bay. the 3 pin plug usualy has 2 wires going to it there the comms wires for diagnostics. You have to power your code reader up from a battery

bottom right of the steering wheel (rhd) small cover pops off EU requires that cover be removable without special tools stick the tip of the key in and it pops out.
