No i think its the motor freezing, as soon as the engine worms up they will kick in. I covered the screen and part bof the bonet last night and they worked first time but i think if the temp drops they will stop again

have they stuck to the windscreen? spray them with de-icer & gently ease them away from the windscreen, being careful not to damage the rubber blades.
