Radiators not heating up?

I have 7 radiatars in my flat but only 5 appear to be heating up. I have bled them all and all but 2 are heating up. No problem with pressure. All switches at base of radiators are on. I am lost. Anyone any ideas ?

what are switches on base of rads?do u have thermostats on rads?if so give em a number vigorous turns/could be seized if not working/
