can you remove the speed limiter on an Iveco 65c15 ?

6.5 tonne xlwb high top?
Can this van be driven on a normal license?
If not do i need to get it down plated to a lesser weight?
How do I do this?
Going to convert it to motorhome, does that make any difference?
