I had the same problem, take the water tank out, look on the bottom, is there a red seal on the tank? If not, its either lost (can get new one here http://www.4bissell.co.uk/cgi-bin/product.pl?PID=947370&query=7920%2de) or more likely its stuck in the bottom, if it is get a screwdriver and prise it out of the base and put it on the tank. Got the same problem, initially water would not come through at all, had to cleaner out hte heater unit as this had gummed up, one the water not picking up I think its bacause the tank is not sitting properly and not making a seal, not sure why this should be just yet, could be a part missing from the bottom of the tank or maybe the mating female connector has expanded somehow not allowing the tank to mate. When I find out I'll let you know.
