Rover 45 heater problems?

My Rover 45's heater has only been working on positions iii & iv for a while now, but lately (on these positions) the heater seems to slow down and stop after approx 1 minute or so, then after 5 to 10 minutes it picks up again only to repeat the process after about another minute or so.
