Mrs Marshall, it could be either or both as you've indicated. To check what the problem is you will need to open the machine and use an AVO meter to check the thermostat(s) and heating element. If the heating element has gone there is usually some visible sign of where it has burned out. With the thermostats you should have a closed circuit i.e. when you use the AVO meter on OHMs setting if the thermostat(s) are working (closed circuit) the reading will be zero across the two connections. If it is not working (open circuit) you will see another figure. Thermostats can sometimes be reset. My suggestion is that you talk with friends / family to see if someone is happy to check these for you. If you do open up the Dryer please ensure it is always unplugged from the mains before doing any work or investigation. Please only attempt this if you believe you have the skills to do so.
