i have a 5.2 ton ford iveco and have had it down rated to 3.5 tons and want to know if i can take the speed limiter off or up it up to 70 mph

The speed limiter is controled by the tacograph.If you disconnect anything it will show on your tacho and all parts are sealed anyway. The limiter is eletronic on modern vehicles. When the vehicle goes for its MOT the unit is plugged in and will show its set speed.
So in a word NO
