You have a very dangerous dryer which you must not use until it is fully repaired.
Tumble dryers have three main working parts: A FAN to blow air over or through an ELECTRIC ELEMENT into a ROTATING DRUM for the clothes.
If the drum is rotating then the fan is jammed or broken.
If the drum is not turning then the motor which drives the fan and drum is at fault or the drive belt is broken.
What bothers me (as an ex-firefighter) is the tumble dryer should have a 'thermal switch' inside the unit to cut off the heating element should it overheat due to fan failure. What you definately should not be seeing is red hot elements!
Get it checked out properly
