The dual element ring is not working at all, have purchased a new one but still does not heat up.

So the problem was not caused by the element. Why did you go and buy a new element without testing & finding out exactly what was causing the problem first? If you are not able to do that then you should call someone in to do it for you. It is false economy to buy unneccessary parts.
