1998 1.8 vectra GLS (petrol) wont start?

hi my vectra's engine froze during the cold weather about 2 weeks ago. i had to top the water up a few weeks before the freezing temperatures and forgot to top my antifreeze up silly thing to do i know but i didnt realise it had frozen and tried to start it afew times since it has all thawed it has failed to start i know a frozen engine can crack and be knackered im hoping thats not the case i have drained all water and refilled it and the water is staying in and not leaking nor is any oil leaking when i try to start it it makes a whining noise i tried bumping it but that didnt work been told it may be the starter motor but im in no way mechanically minded so was wondering if any1 else had any ideas

Afraid it's time to get a mechanic out to have a look. Unlikely to be the starter if it wouldn't start with a push either.

how do i check that?? the timing needed adjusting before it froze but i dont know how to check it or adjust it like i said im in no way mechanically minded thankyou for your replies i appreciate it

Check the cam timing.

all the belts are moving that i can see and the 1 i can see with teeth still has teeth intact and is moving

Did you try to start it while it was frozen? If so, you have probably stripped or broken the cam belt.
Check the belt is intact and the cam timing is correct.
If it is broken or the timing is out you will probably have damaged valves.
