how can i fix my citroen berlingo van 1.9d 800 1997?

why would the engine turn over so quickly- have checked cambelt - timing correct. very little compression. could it be a cracked piston or head gasket problem. the guy has run this van dry (no water). van is citroen berlingo 1997 1.9d 800 model.

if been run dry then it will poss be piston rings siezed on pistons which will have picked up in bores,causing lack of compression.
