70's Kelvinator:Top freezer not cold enough-bottom fridge is near freezing?

Kelvinator "Foodarama No Frost"- about 1973 i think.
In Australia. Pump has labels on it reading:SC12A, 104L,
550 cubic cm OiL, "2681"

Frost Free freezer section has fan that works fine, temperature is just below freezing (-5C to 0C) not cold enough. Need to be -18C

Bottom fridge section has a single dial thermostat in it to control the entire unit (i assume). Bottom fridge is near freezing in an attempt to lower the freezer temp. dial is set to 4 (1 to 10).

Is it insulation problems? No condensation anywhere though. Perhaps defrost heater (if exists) is stuck on? How?

that is easy you are just puting the milk ect in the freezer and the frozen peas in the fridge to rectify this problem put the milk in the other bit and the peas in the other : )

I am guessing as to the layout of the evaporator circuit. I am also assuming that the system has one compressor. If this is the case then either the compressor is not working efficiently and not producing enough cooling effect to lower the freezer temperature. (Typically this arrangement has one stat on the fridge section) further symptom would be the compressor never cuts out or very rarely. The same effect can also be caused by insufficient refrigerant gas.

Someone suggested to me that it could possibly be that the refrigerator has 2 gas circuits. One for the fridge, one for the freezer. Does that sound likely?
