What is the cable for stuck to the outside of my glovecompartment?

I am trying to fit a pure DAB radio inside my glove compartment (keeping it out of sight) when i removed the glove compartment there is a two core cable one Blue & one Black stuck to the exterior of the top of the glove compartment is this a power lead.?
If not where can i take a live & netral point so i can have my DAB always live.
My car is a Vauxhall Vectra Estate 1999 diesel

Why do you want your radio always live? it will drain the battery if engine is switched off. The cables are probably for speakers. You can take a feed off your stereo also your stereo has an ignition cable going to it so when the car is not in use the radio will not drain the battery.
