my fiat punto 1.2 heater switch is not workin at all will it be the switch ?

i have a 1.2 fiat punto 2002 the heater switch does not work at all , wil it be the switch , fuse3 or earth wire somewhere im gettin confused have cjhecked fuses and wire to fan that works
