rover 45 deisel electric fans not cutting in?

the two electric fans on the radiator are not cutting in causing the car to over heat, i have checked the fuses and the relay unit, what else could it be?

the thermostatic switch/sensor could be the problem. bridge the two wires & see if fan cuts in. i think it's on the side of the radiator on this one
