central heating not coming on?

The hot water is working ok, and the presuure is correct. The central heating light is on however the central heating is not working. The boiler is not coming on for the central heating. I have reset the boiler and it looks ok.
Would the problem relate to the fact the it was very cold last night? The boiler is in the celler on the outside wall. Is is possible that this is the cause?

The first thing to look for is the room thermostat.
Many times i've turned up to jobs and its always the first thing to check.
If the room stat is turned all the way down, then the boiler will not warm the radiators.
Basically, if the room stat is turned to a temperature lower than the actual air temperature it won't work.
Turn the stat up until you hear a click, the click will be at the current room temperature. For example, if it clicks at 5c then you'll know that your house temperature is 5c,....so crank it up to 18c to 20c for cosy home. It will automatically click off when the air temp meets the stat setting, and click on again when it drops below the setting.
Hope that made sense.
Good luck.
