honda hrb 475 ?

dont no y my honda wont work on full rev i dont no eny fing bout the carbs on these mowers car eny 1 help me ???

spark plug probably i had a similer problem seemed like fuel the plug was breaking down so it is worth doing for £3-00.

Two possible options:-
1. maybe the throttle cable has been adjusted so that the choke is on when on full throttle. If the cable is at its maximum then this is possible. It should not be necessary to run on full throttle try reducing it slightly.
2. It could be petrol starvation or water/moisture or old contaminated fuel in the carb. Try draining fuel/water off the bowl of the carb. by undoing small drain plug

Are you sure that you are not advancing the throttle to its maximum ? If so, you closing the choke and it sure will not run.
