well the revs or the rear wheel are in direct relation to the revs of the engine,so if the engine is revving ok like up to 6000rpm on a nrg then the rear wheel should spin pretty quick and if it doesnt then there is definately and problem with the drive.i would do as follows
undo the transmission cover and take the small starter bendix gear out temporarily,it needs a slight wiggle and will fall out put the case back on and put 2 bolts in the case one at either end,start the bike up and then take the case off while its running it will be ok as long as the bendix is out,be very careful not to get your fingers in the drive system when its off rev the bike and see what happens the crank will be whizzing around and the drive belt should be too at 6000 rpm the wehhl should be going fast too and if its not then you should be able to tell why not lookig at it like this.p.s leave the kickstart lever bolted to the shaft it doesnt need to be taken off to get the cover off.
