you ned to find out why the fuleisnt getting in there,there are two typs of fuel tap vaccum and non vaccum a vaccum tap will only let fuel into the carb while the engine is running and pulling a vaccum on the taps diaphragm.so pull the fuel pipe off the carb and see if it has fule flowing out of it with the fuel on.ifits dont then the fuel tap is a vaccum type and or its blocked or the tank is empty!if it does then the carb needs pulling apart and looking at as the float may be stuck or the float needle.
