Ford Iveco lorry low on power, sore on fuel?

My Ford Iveco horse lorry is fine on the flat but seems to be very low on power when going uphill. It also seems to be using more fuel that it should. It is 1999 Iveco 75 which is 140bhp. Any ideas please?

Don't forget the water separator/pre-filter. If that is clogged, it will actually stop the engine. Air filter should also be checked - if engine can't breathe, it won't produce power.
