How can I fix a heating problem on my Rover 45 (2001)?

I have problems with my Rover45 (2001) heating system. Which are
a)the blower fails to operate on settings 1&2, which I understand may be a problem with the resistors and

b)even on settings 3&4 on which the blower is functioning no hot air is emitted through the heater grills. Some luke warm air is emitted only after travelling some 10miles.

the fan not working will almost definatly be the heater resistor pack which is screwed into the left side of the heater box accesible by removing the glovebox. the lack of temprature from the heater may be an early sign of headgasget failure if it is a petrol k series engine or water pump,
