How can I fix the electric key start on John Deere JS30?

JS30 electrical start will not work changed spark plug and battery.

My electric key start stop working, I have an electric charger, but the manual do not provide guidance as how to charge the unit. Can you assist in how to charge the system, before I change the spark plug and battery. The mower cranks with the first pull when manually starting the mower.
