How can I fix my Briggs & Stratton 12 HP Syncro-balanced Model 281707?

This mower has not been used in several years. We are trying to get it working again. The battery is dead and before we replace it, we were going to try to pull-start the engine. You can't pull the cord as it appears to be "frozen." Any suggestions?

if the engine is frozen try removing the plugs squirt some oil in the plug holes then take a wrench and on the bottom of the shaft try to move the crank just back and forth at first till it starts to move then try to get some full turns. pistons will freeze up from nonuse.
