Peugeot 406 HDi 02 reg- I cannot accelerate higher than 20MPH!?

I cannot go higher than 20MPH even when pushing down the pedal all the way down...can anyone tell me what the problem is and a likeliness of cost as pretty skint at the moment!!!!
