That is a single belt for the drive.
First you'll have to remove the deck belt if it is on yet.
Then set and lock the brake. You should be able to slip the belt off the idler pulley and remove it. There should be a drive belt routing diagram under the foot rest of the tractor if you get confused as to how it goes back on.
