how can i fix my ford ka?

my ford ka 1.3 ohv v reg sometimes doesn't start but makes a skreatching noise , i have had a new starter put on but it still does it , it does it if i stall the engine and try to restart,what could it be ?

was the starter ring gear checked when starter was taken off,it sounds like teeth may be worn.
