im confused with the sound you here when you have the ignition turned on?there should only be one noise when you turn the ignition on and that is the stepper motor inside the tachometer/rev counter resetting itself it will be a series of small clicks.when you press the start button (with the brakes held in)there should be a click from the starter relay and the starter motor may turn slowly or fast depending on the conditon and charge the battery has, a battery showing 12 volts will not necessarily be able to start a bike if its not delivering the amount of amps needed and a bad battery will be like this.The throttle valve is controlled by you it in in fact a butterfly valve and also there is a c.v diapragm that inflates in the top of the carb when air is drawn into the port in the back of the carb that feeds it and that lifts the throttle slide and jet needle upwards to allow more air in and also more fuel out of the main jet.tell me this, do the brake lights light up when you pull each brake independantly?and are you pulling one in at the same time you are pressing the start button?
