Hand Wheel locked?

the hand wheel on my sewing machine is locked and I can't get the needle to go up or down.

Thanks for the info Ken, but there wasn't any thread or lint in the area you indicated and the hand wheel is still locked. I suspect the belt could be a problem although then I lock the wheel to wind the bobbin, the belt works fine, the problem is when I unlock the wheel after the bobbin is wound, the hand wheel is frozen and won't work to move the needle up and down. Is this something I can fix?

I think you will find that you have something stuck in the raceway area such as a small piece of thread, take out the bobbin and bobbin case, if you have a drop down gate once you have taken the bobbin case out then drop it down and take out the hook that is the half moon shape, and have a good look and wipe it, with those parts out you should be able to turn the balance wheel, if you can't then you have a majhor problem elsewhere but I think you will find that is the problem.
