Yes, the motor shaft should spin freely, especially when the belt is off the shaft. If it does not, the end bearing/ bushing has seized and the motor assembly needs replacement. I replace them all the time at my vac. shop, especially on the older Powermates. It is cheaper to replace the motor than replace the entire nozzle.
