My Mk3 Astra 1600 16v ecotec stem seal keep coming up as the stems do not have a groove how do I stop this?

the oil seal does not push fit onto the stem it push fits onto the top of the valve guide were the groove is.

the seals have probably gone hard & lost there grip on the valve guide, you may be able to glue it back in place with gasket sealant,but you will most likely need to replace them. some types of seal have like a washer attached to the bottom of the seal & are held in place by the valve spring.
