How do you start a looxer 50cc after fitting a new battery??

I have just got a looxer 50cc ped and had to fit a new battery but now I can't get it to start.
Does the 50cc version have a transponder fitted?

does the bike turn over if not you may have fitted battery incorrectly check the battery terminals are tight and are fitted to correct terminals
