how can i make my scooter faster up hills?

i have a baotion 49qt-9 model when iam going up hill it is really slow and starts to stop how can i make it faster

i would fit some lighter variator rollers to stop it from gearing up so soon it will allow the engine to rev more and be in the peak power range of revs.also these scooters have a restrictor in the top of the carb that stops the diaphragm lifting all the way up,get rid of it.
