does having an electric fuel filter has anything to do with the problem

Remove the carb. take the float bowl off which exposes the float which pivots on a pin that you can push out from one side, this will also release the float needle which is loosely attached to the float, if there is a ridge around the point of this needle then it needs replacing, if you can get a rubber tipped (viton) needle they're best. Look into where the needle goes normally a brass seat and should be perfectly clear of debris and damage. Check the float for fuel inside, if it has, it needs to be replaced. Re-assemble using a new bowl gasket.
