zanussi essential washing machine?

my zanussi washing machine won't fill with cold water. I have cleaned the filter and checked there is water going to the machine. there is an unusual humming noise when dial turned to 30 degrees or spin settings. please help.

machine refusal to fill, is usually the cold water inlet solenoid valve failing to open ,assuming the water tap is turned ON .
