why dose my white knite seem only to be working on half heat ?

pls help cash straped family why dose our white knight tubbel dryer only work on half heat its a wk447 model dose it need a new element or hi/low swicth help!!!

there is a big round element at the back on this model and it might be that 1 of the heaters has failed as there are 2 built in together
